Questions regarding Savings

Questions on Implementation Works

  1. If guaranteed savings is not achieved for a given stage, has the customer got the right to terminate the agreement.
  2. Will customer be informed of the detailed scope of work?
  3. Why does customer need to cover insurance when EM Equipment is only handed over when contract expires?
  4. How long will the implementation works take?
  5. Will modification to equipment or installation of new equipment under ESPC Agreement affect the existing installation?
  6. How will new installation of equipment that results in increase load be handled?

General Questions

  1. When will work commenced?

    Ans : Within 30 days from date of agreement

  2. Will the works carried out under the ESPC affect my day-to day operation.

    Ans: ESPC will not affect the comfort level and daily operation. For specific work to be carried out at various locations that will affect tenants or other parties, ample notice will be given or consent obtained prior to commencement of work.

Questions regarding Savings

  1. Is the energy savings to be benchmarked against the guaranteed savings every month.

    Ans: Yes and against cumulative savings for similar duration

  2. Are the fees payable to Comfort even if guaranteed savings are not achieved?

    Ans: Yes because Comfort is entitled to the difference between cumulative actual energy saved and customer’s share of the cumulative guaranteed savings for each given month.

  3. What’s the duration on share of savings under the Agreement?

    Ans: According to completion of the stages of work.

  4. Whose responsibilities it is to compute the savings and how accurate is it?

    Ans: At the end of every month from date of completion of implementation work, data from meters are downloaded by Comfort in the presence of customer and data verified by both parties. Such data will be used to compute the savings.

  5. How are savings computed?

    Ans : Meters will be installed to capture the reference energy used in kWh by the various energy conservation equipment. After completion of implementation work, such data will be downloaded, witness by the relevant parties and billed accordingly with reference to the base data and the prevailing tariff.

  6. When will share of savings be billed?

    Ans: Upon issuance of completion report for each stage of work. Completion Report will be issued upon achieving 80% of guaranteed savings.

  7. How is energy consumption for the Reference Month determined?

    Ans: Energy meters will be installed at intake to the relevant equipment and consumption will be monitored and recorded for a mutually agreed timeframe prior to commencement of the implementation works. Such recorded consumption for a month will be the energy for the Reference month.

Questions on Implementation Works

  1. If guaranteed savings is not achieved for a given stage, has the customer got the right to terminate the agreement.

    Ans : Customer has the followings options:

    1. Accept the work as completed with whatever savings achieved
    2. Right not to continue with the remaining stages
    3. Request Comfort to reinstate the work to original position prior to commencement
  2. Will customer be informed of the detailed scope of work?

    Ans: Prior to commencement of work, we will prepare the method statement and submit drawings to customer for approval prior to commencement of work.

  3. Why does customer need to cover insurance when EM Equipment is only handed over when contract expires?

    Ans: Equipment is handed to customer when work is completed but Comfort continues to maintain the equipment during the term of agreement hence just like in a hire-purchase agreement, equipment belongs to Customer but legal title will only pass upon expiry of agreement.

  4. How long will the implementation works take?

    Ans: Typically from a minimum of two months to a maximum of 8 months.

  5. Will modification to equipment or installation of new equipment under ESPC Agreement affect the existing installation?

    Ans: All engineering work carried out under the Agreement will be in compliance with the prevailing code of practices and regulations and will be carried out after operating hours or on the standby equipment hence will not affect existing installation.

  6. How will new installation of equipment that results in increase load be handled?

    Ans: The energy consumption will be adjusted for such increase in load prior to calculation of savings for the month.
